About the toolkit

The Denver Regional Council of Governments (DRCOG) is working together with local communities to develop Built to Move: A Toolkit for Multimodal-Supportive Development Standards. This regional, implementation-friendly effort is being designed to help cities and towns across the Denver metropolitan region integrate land use and transportation planning more effectively.

This project will provide clear, adaptable guidance for urban, suburban, and rural contexts across the DRCOG region, helping local governments strengthen multimodal access, support sustainable growth, and advance Vision Zero and climate goals.


Project components

  • Corridor typology framework

    Defines multimodal access needs across urban, suburban, and rural settings, aligning with existing DRCOG tools like the Complete Streets Toolkit and Regional Vision Zero.

  • Development case studies

    Showcases effective multimodal-supportive development practices from around the country, with lessons learned and takeaways tailored for DRCOG communities.

  • Land development code strategies

    Provides regulatory guidance and optional code language to help jurisdictions of all sizes integrate multimodal-supportive standards into development review processes.

  • Recommend design standards

    Offers context-sensitive design recommendations for pedestrian, bicycle, and transit access, active frontages, and new commercial development.

  • Implementation strategies

    Defines the roles of DRCOG, member governments, and partners; outlines technical assistance and coordination opportunities; and establishes metrics for tracking outcomes.

  • Community & stakeholder engagement

    Includes focus groups, a developer roundtable, intercept events, and ongoing committee engagement to ensure the toolkit reflects diverse community perspectives.
